Cynthia J. "Cindy" Miller Neff, 70, of Delphi, Indiana, gained her wings at 9:35 a.m. on Saturday, August 1, 2026, at her residence with her loving family by her side.

Cindy was born on Sunday, April 15,1956, in Greenville, South Carolina, to Max Edward Miller, Jr. and Janette M. Shaffer. They both preceded her in death.

Cindy was married to the love of her life Duane Franklin "Skip" Neff, he preceded her in death on Thursday, Aug. 27, 2009.

She will be remembered for her kind heart, generous spirit, and the love she shared with those around her.  Cindy dedicated her life to caring for others. She was a devoted stay-at-home wife and lovingly cared for her nieces and nephew while they were growing up, creating many cherished memories that will never be forgotten. In recent years, she faithfully served as a caregiver to her mother, showing the same compassion and selflessness that defined her life.  She found joy in life’s simple pleasures. Cindy loved camping, fishing, mushroom hunting, and spending time outdoors. She never passed up the chance to stop at a garage sale, always hoping to find a hidden treasure. She also loved decorating her home for every holiday, bringing warmth, fun, and festive spirit to every season.  Above all, Cindy loved her family. She treasured the time she spent with them and had a special place in her heart for her beloved dog, Victor, who was a constant companion.  Cindy’s kindness, love, and unwavering devotion to her family will be deeply missed by all who knew her. She leaves behind family and friends who will forever cherish the memories they shared with her and carry her love in their hearts.

Cindy is survived by her sisters, Debra K. (husband Brad) Groninger of Noblesville and Pamela A. "Pam" Wallace of Delphi; brother, Max E. (wife Regina) Miller, III. of Delphi; nieces and nephews, Kristopher Groninger of Elwood, Kelli Hosey of Carmel, Kaci Siebrase of Zionsville, Cari Henderson of Monticello, Brian Wallace of Colburn, Jeremy Miller of Delphi, Janell Workinger, of Delphi, Misty Elburn of Royal Center; several great nieces, great nephews, cousins, and friends.

Cindy was preceded in death by her loving parents; Janette M. (Shaffer) Miller - Horton and Max E. Miller, Jr. husband, Duane F. "Skip" Neff; sister, Opal Leeann Hunt; Niece, Jacklyn Wallace; nephew, Lukas Hunt; brothers-in- law, Jack Wallace and Skeeter Hunt.

A private burial for family members will take place in the I.O.O.F. Memorial Gardens of Carroll County, Indiana.
